Clean Heavy-Duty Vehicles 

OUR MISSION

BCZCDC is committed to ensuring meaningful community participation in the design, planning, and implementation of the Clean Heavy-Duty Vehicles project. Our mission is to bridge the gap between industrial innovation and community well-being, advocating for a just transition that improves local air quality and fosters economic mobility for East Oakland residents.

 

Through a powerful partnership with the Port of Oakland and United Parcel Service (UPS), supported by a grant from the Environmental Protection Agency (EPA), we are transforming the region's freight network while addressing decades of disparate health outcomes in port-adjacent communities.

KEY PROGRAM FEATURES

This initiative synthesizes the technical benefits of electrification with our deep commitment to social justice and economic inclusion:

Electrification of Logistics:  We are permanently replacing 60 legacy UPS gas trucks with battery-electric models that produce zero tailpipe emissions. This will significantly reduce nitrogen oxides (NOx) and fine particulate matter (PM2.5) in neighborhoods near the OAK Airport. By enforcing strict scrappage protocols—physically destroying the old engine blocks—we ensure a net reduction in atmospheric pollutants, saving an estimated 57,700 gallons of gasoline annually.

Workforce Excellence:  A just transition means creating economic opportunity, not job loss. We are training 200 local workers in clean energy technologies, such as high-voltage safety and battery-electric systems, to ensure long-term job security in a decarbonized economy.

Small Business Protection: We advocate for an economically inclusive transition by providing technical and navigational assistance, financial advocacy, and flexible implementation timelines so that aggressive electrification mandates do not disproportionately burden small businesses and airport tenants.

Citizen Oversight: We are moving beyond top-down infrastructure planning. The Citizen Advisory Committee (CAC) serves as the primary mechanism for residents to provide ongoing input and oversight on project performance.

Deployment Status & Regional Impact

The 60 zero-emission trucks and their dedicated chargers are strategically distributed to optimize air quality benefits in corridors with the highest freight traffic density:
